This template was developed because communities like East Palestine, Ohio have taught us a hard truth: when researchers show up after a disaster, they often take more than they give. Sometimes they collect data, publish findings, advance their careers and leave residents with no benefit, no power, and no control over how their stories are used.

This agreement was inspired by tribal community data sovereignty models, which have long insisted that communities own their own knowledge. We adapted those principles for disaster-affected communities -- any community, anywhere -- that deserves a real partnership, not just a study.
